Albany man sentenced to 42 years for sexually abusing toddler and distributing videos

An Albany, Oregon man has been sentenced to 42 years in federal prison for sexually abusing a toddler and distributing videos of the abuse online. Kevin Walter Taylor, 35, received a sentence of 504 months in prison and will be subject to a life term of supervised release.

“The sexual abuse of this young child is reprehensible and is deserving of every month of the sentence that has been imposed by the court,” said Scott E. Bradford, U.S. Attorney for the District of Oregon. “The U.S. Attorney’s Office recognizes and thanks the Albany police officers and HSI special agents for rescuing this child within hours of learning of the abuse.”

“HSI is unwavering in our commitment to protecting children and ensuring that those who exploit them are brought to justice,” said ICE Homeland Security Investigations (HSI) Seattle Acting Special Agent in Charge Colin Jackson. “I am proud of the dedication and expertise demonstrated by our agents, analysts, and law enforcement partners in rescuing the victim from horrific sexual exploitation.”

According to court documents, on September 8, 2023, special agents from Homeland Security Investigations identified online material depicting child sexual abuse and traced it to Taylor’s residence in Albany. HSI agents obtained a search warrant with help from the Albany Police Department and arrested Taylor later that day. The toddler victim was found at Taylor’s home wearing clothing seen in the videos produced just hours earlier.

Investigators found evidence on Taylor’s cell phone showing that he had abused the child on multiple occasions during the week leading up to his arrest. They also uncovered chats where Taylor discussed his actions and shared videos with others. Additional conversations revealed plans to kidnap other children as well as footage taken inside local stores focusing on minors without their knowledge.

Taylor was indicted by a federal grand jury on October 19, 2023, facing ten counts including sexual exploitation of a child, distribution, and possession of child pornography. He pleaded guilty on December 10, 2024.

The investigation involved HSI offices in Portland and Charlotte, Boone Police Department in North Carolina, Albany Police Department, and was prosecuted by William M. McLaren from the U.S. Attorney’s Office for Oregon with coordination from Linn County District Attorney’s Office.

Federal law defines child pornography as any visual depiction involving sexually explicit conduct with minors; such material documents actual crimes against children who are re-victimized each time content is shared online. This prosecution falls under Project Safe Childhood, an initiative started by the Department of Justice in May 2006 aimed at combating child sexual exploitation nationwide; details are available at www.justice.gov/psc.
