A Madras resident, Theodore Ernest Jokinen, 48, appeared in federal court following charges of possession with intent to distribute methamphetamine.
Authorities report that on September 19, 2025, members of the Central Oregon Drug Enforcement Team (CODE) observed Jokinen traveling westbound on Interstate 84 near The Dalles. Investigators had received prior information indicating that Jokinen traveled to Yakima, Washington and was returning to Oregon with methamphetamine intended for distribution in Central Oregon. He was stopped by The Dalles Police Department for a traffic violation. A certified narcotics detection dog alerted officers to Jokinen’s vehicle, leading investigators to obtain a search warrant. The search resulted in the discovery of approximately ten pounds of prepackaged suspected methamphetamine inside the vehicle’s passenger compartment.
Jokinen is currently out on pretrial release from an unrelated Jefferson County case involving felon in possession of a firearm charges. He also has multiple previous convictions related to delivery of controlled substances.
The investigation is being conducted by CODE and the Drug Enforcement Administration, with support from The Dalles Police Department, the United States Marshals Service, and the Mid Columbia Interagency Narcotics Task Force. Andrew R. Doyle, Special Assistant U.S. Attorney for the District of Oregon, is prosecuting the case.
“A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty,” officials stated.
