A Hillsboro resident, Samuel A. Westcott, 19, appeared in federal court after being charged with assaulting a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
Court documents state that on October 12, 2025, federal officers detained Westcott when she resisted efforts to clear a path for vehicles leaving the ICE facility. During the incident, Westcott physically engaged with the officers and kicked a federal officer several times while being detained. She was subsequently arrested for assaulting a federal officer.
Scott E. Bradford, U.S. Attorney for the District of Oregon, said, “We will not tolerate violence against federal law enforcement officers. Any assault on those who serve and protect our communities is an assault on the rule of law.”
Since June 13, 2025, the United States Attorney’s Office has brought charges against 33 individuals for offenses at the ICE building. These charges include assaulting federal officers, failure to comply, and damaging government property.
Westcott was released under conditions pending further court proceedings after her initial appearance before a U.S. Magistrate Judge. The felony charge of assaulting a federal officer carries a maximum penalty of eight years in federal prison.
It is noted that a criminal complaint is only an accusation, and the defendant is presumed innocent unless proven guilty.
