Multnomah County Sheriff’s Office arrests man accused of sexually assaulting minor

The Multnomah County Sheriff’s Office announced on April 16 that detectives have arrested a 37-year-old man, James Lowry, who is accused of sexually assaulting a minor.

Detectives said they are concerned there may be additional victims and are seeking further information from the community. Lowry was arrested on April 15 at the Sheriff’s Operation Center located at 234 Southwest Kendall Court in Troutdale.

According to the preliminary investigation, the alleged criminal activity began in 2025 and continued into 2026. Authorities noted that Lowry lives across the street from Troutdale Elementary School, though they confirmed that the minor involved in this case does not attend that school.

Due to what investigators described as serious allegations and Lowry’s proximity to children because of his residence, detectives have authorized the release of his booking photo. Officials emphasized that charges are only allegations at this stage and stated, “every arrested person is presumed innocent unless and until proven guilty beyond a reasonable doubt.” The sheriff’s office also noted that all details provided are based on a preliminary review and may change as their investigation continues.
