Pakistani national charged with healthcare fraud involving $46 million in Medicare claims

The owner of Oregon Clinical Laboratory in Klamath Falls, Jahangeer Ali, was charged on Mar. 24 with healthcare fraud for allegedly submitting false claims to Medicare Advantage insurance plans. Ali, a 34-year-old citizen of Pakistan residing in Southern California, appeared before the court following his arrest at Los Angeles International Airport as he attempted to board a flight to Turkey en route to Pakistan.

This case highlights ongoing efforts by federal authorities to combat healthcare fraud and protect public resources. The fraudulent activity reportedly took place between June 2025 and January 2026, resulting in more than $46 million in claims for laboratory testing services that were never provided. Of these claims, over $28 million was paid out by Medicare Advantage plans despite no actual orders or services rendered.

According to court documents, no providers ordered the alleged testing services and none of the listed beneficiaries received them from Oregon Clinical Laboratory. After his initial appearance on February 27 in the Central District of California and a detention hearing on March 4 where he was ordered detained pending further proceedings, Ali had another detention hearing held today in Oregon where he remains in custody.

The U.S. Department of Health and Human Services Office of Inspector General and the Federal Bureau of Investigation are investigating this matter while Assistant U.S. Attorney Andrew T. Ho is prosecuting the case.
