Portland woman charged after incident at ICE building

Tracy Molina, a 52-year-old resident of Portland, Oregon, has been charged in federal court with failing to obey a lawful order. The charge stems from an incident on August 21, 2025, when Molina entered the grounds of the U.S. Immigration and Customs Enforcement (ICE) building in Portland and did not comply with instructions from federal officers. She was subsequently arrested.

Molina appeared before a U.S. Magistrate Judge on August 22 and was released while awaiting further court proceedings.

The offense is classified as a Class C misdemeanor and carries a potential penalty of up to 30 days in prison.

The Federal Protective Service is conducting the investigation. The case is being prosecuted by the U.S. Attorney’s Office for the District of Oregon.

According to officials, “An information is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.”
