Portland woman charged with assaulting federal officer near ICE facility

A Portland resident, Lucy Caroline Shepherd, 28, appeared in federal court following allegations that she assaulted a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.

Court documents state that on October 31, 2025, federal officers were stationed outside the ICE facility to clear the vehicle entrance for departing vehicles when Shepherd allegedly struck an officer’s arm. Officers arrested her at the scene.

Shepherd faces a felony charge of assaulting a federal officer. If convicted, this offense carries a maximum penalty of eight years in federal prison.

Since June 13, 2025, the United States Attorney’s Office has charged 38 individuals with various federal crimes related to incidents near ICE facilities. These charges include assaulting federal officers, failure to comply with orders, and damage to government property.

Shepherd made her initial appearance before a U.S. Magistrate Judge and was released under conditions pending further proceedings.

“A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.”
