Portland woman faces new charges after second alleged assault on federal officers

Julie Winters, 46, of Portland, appeared in federal court following charges of assaulting a federal officer and resisting arrest. The incident occurred on August 20, 2025, when deputies from the U.S. Marshals Service attempted to arrest Winters for violating her pretrial release conditions related to an earlier charge involving assault on a federal law enforcement officer.

Court documents state that Winters resisted arrest and fought with the deputies before being handcuffed and placed in a holding cell. After experiencing a medical incident in the cell, Deputy U.S. Marshals provided immediate care and removed her restraints while waiting for additional medical personnel. Upon removal of the restraints, Winters allegedly began fighting again and grabbed a deputy by the hair.

Winters was previously indicted for an incident on June 24, 2025. According to court records, officers saw Winters trying to light an incendiary device near the guard shack at the Immigration and Customs Enforcement (ICE) office. When Federal Protective Service officers approached her, she reportedly pulled out a large knife from her backpack and waved it at them before throwing it toward an officer without making contact. As she tried to flee, an officer used a taser to subdue her. While being secured, Winters allegedly pulled out another knife before being disarmed and arrested.

The United States Marshal Service and FBI are investigating this case. The U.S. Attorney’s Office for the District of Oregon is prosecuting.
