Portland woman pleads guilty to intimidating federal officer and resisting arrest

Julie Winters, a 47-year-old resident of Portland, has pleaded guilty to charges of felony intimidation of a federal officer and resisting arrest. The plea was entered on October 2, 2025.

Court documents state that on June 24, 2025, Winters brandished a large knife and swung it at officers in an attempt to intimidate them during an encounter at the Immigration and Customs Enforcement (ICE) office in South Portland.

On August 20, 2025, Winters appeared at the Pretrial Services Office after violating conditions of her pretrial release. When federal law enforcement attempted to arrest her on a federal warrant, she resisted by making forcible contact with U.S. Deputy Marshals as they tried to place her under arrest.

Winters is scheduled for sentencing in December 2025 before a U.S. District Court Judge.

The Federal Bureau of Investigation, the Federal Protective Service, ICE, and the United States Marshals Service conducted the investigations. The U.S. Attorney’s Office for the District of Oregon is prosecuting these cases.
