A man from Warm Springs, Oregon, appeared in federal court after being charged with involuntary manslaughter and assault resulting in serious bodily injury. The charges stem from a shooting that took place on October 25, 2025, at a residence on the Warm Springs Indian Reservation.
Court documents state that officers from the Warm Springs Police Department responded to a report of a shooting at the residence. The victim was found with a gunshot wound to the temple and later died from their injuries. A witness identified Carlos Ralph Miller-Smith, 31, as the shooter. He was detained at the scene by police.
Miller-Smith made his initial appearance before a U.S. Magistrate Judge and has been ordered held pending further court proceedings.
The case is being investigated by both the Federal Bureau of Investigation and the Warm Springs Police Department. Pamela Paaso and Kate Rochat, Assistant U.S. Attorneys for the District of Oregon, are prosecuting.
Officials emphasized that “a criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.”
This prosecution falls under Project Safe Neighborhoods (PSN), which coordinates law enforcement efforts to reduce violent crime and gun violence across communities.
