Curb ramp updates underway in Umatilla and Morrow counties

Construction work is currently in progress to update curb ramps in Umatilla and Morrow counties. The project aims to improve accessibility by installing new curb ramps, making it easier for people using wheelchairs, strollers, walkers, hand carts, and bicycles to navigate between sidewalks and roads.

In Echo, crews are finalizing work on Oregon Trail Road from Leezer Avenue to Bonanza Street. This phase began in January. In Boardman, construction is taking place on Main Street at the I-84 eastbound and westbound on- and off-ramps. Crews are removing existing ramps, forming curbs and sidewalks, and pouring concrete with plans to complete the new ramps by February 14.

Work in Umatilla is set to commence the week of February 17 after completion in Boardman. The construction will cover U.S. 730 from the east end of the Umatilla Bridge to I-82 northbound on- and off-ramps.

In Hermiston, construction is expected to start in early March along OR 207/Elm Avenue from Townsend Road to the hospital entrance and OR 207/11th Avenue from Elm Avenue to Joseph Avenue. Not all curb ramps will be upgraded during Phase 2A; remaining upgrades will occur in Phase 2B, which is still being designed.

The schedule remains tentative due to the complexity of coordinating projects across multiple communities. The entire project is anticipated for completion by October 2025.

During construction periods, there may be lane or shoulder closures with flaggers directing traffic as needed. Sidewalks might also close temporarily with pedestrian detours provided around work zones. Businesses will remain open throughout this period.
