Construction is set to begin next week on a two-year project aimed at improving Oregon 42 through Winston and the Green District. The project, managed by prime contractor Rocky Mountain Construction LLC, includes paving, installing a traffic signal at Rolling Hills Road, and adding safety features and pedestrian improvements.
The initial phase will focus on upgrading sidewalk curb ramps to meet the Americans with Disabilities Act standards. Starting Monday, February 24, work will commence on replacing curb ramps at 14 highway intersections. The effort will start at the Cheetah Statue where Oregon 42 intersects with Old Highway 99 and proceed eastward to Grant Smith Road.
Additional tasks planned for spring and summer include repairing five bridges, constructing foundations, installing electrical conduit for the new traffic signal, and building right-turn lanes from Oregon 42 onto Landers Avenue and Rolling Hills Road.
Rocky Mountain Construction aims to complete paving through the Green District and activate the new signal this summer. Following this, median barriers and channelizing islands will be installed along the highway's center between Carnes Road and Rolling Hills Road to enhance safety by reducing left-turn movements and lane departures.
The final segment of paving from Oregon 42 through Winston to Lookingglass Creek is scheduled for next year, with all work expected to conclude by September 30, 2026.
Drivers should anticipate intermittent lane and shoulder closures during spring and summer. Flaggers will manage traffic as needed. Alternate pedestrian routes will be available when sidewalks are closed due to construction.
Rocky Mountain Construction was awarded the contract for this project after a successful bid of $11,966,966.96. Following public feedback from an open house in November 2022, ODOT made several design changes including adding right-turn lanes at Landers and Rolling Hills Road. Additionally, new streetlights were installed at Landers Avenue and Jackie Avenue in October 2023 based on community requests.
